Make color decisions based on temperature, contrast, add complementary colors to each other for emphasis. Cooler colors stay in background. Start bulding thin layers with NuPastel or a hard pastel crayon.
The foreground is more developed with lights in the shadows, foliage in trees intensified, accent colors in fallen leaves. Resolve problem areas, begin using soft pastels.
Final stages where background is simplified and greyed, foreground interest is emphasized with details in contrasts, accent colors and hard and soft edges.
